Author:Hao Ping,President of Peking University
As the outline of the "Healthy China 2030" plan points out, health is the necessary requirement to promote the overall development of the people and the basic condition of the economic and social development, and it is also the important symbol of the prosperity of the nation and the prosperity of the country, and the common pursuit of the masses. General Secretary Xi Jinping stressed at the National Health Conference putting people's safety and health as the top priority. This is an important milestone in the development of China’s health care, which has sounded the clarion call of the times to promote the construction of Healthy China.
A sudden outbreak of COVID-19 pandemic has swept the globe, which has brought great challenges to public health and safety around the world, and has made mankind reach an unprecedented consensus on the important strategic position of health care in the development of every country. Medicine is increasingly becoming a strategic field to safeguard public life and health and preserve national security and social stability. Medical education is the cornerstone for the development of national health undertakings, and an important basis for the realization of the strategy of Healthy China. In his reply letter to the students at Tibet University School of Medicine, who were also interns at Peking University Shougang Hospital, General Secretary Xi Jinping urged them "to strive to be good doctors of the party and of the people." This is not only a keen expectation for medical students, but also a requirement for medical educators. In his reply letter to all Party members of the post-90 generations of PKU's medical aid teams in Hubei, General Secretary Xi highly appraised their selfless devotion and effort, praising them for "fearing no difficulties or dangers, charging ahead, and risking their lives ", which made us full of confidence in medical education.
In the new era, China is still faced with a complex situation where multiple disease threats coexist and a variety of health influencing factors interweave. There are not only health problems faced by developed countries, but also health difficulties encountered by developing countries, which means that the development of China’s health care is still facing many challenges, and the reform of China’s medical education still has a long way to go. Speeding up the construction of a higher level medical personnel training system, accelerating the modernization of medical education, and promoting the building of a powerful medical education country are important ways to support the construction of Healthy China, and the medical education accreditation system is an essential institutional guarantee for medical personnel training to meet the basic quality requirements. In 2002, China introduced the international standards for medical education and began to explore the possibility of establishing our country’s medical education accreditation system with Chinese characteristics in the form of projects. In 2008, the Ministry of Education set up the Working Committee of Clinical Medicine Professional Certification (hereinafter referred to as the Working Committee), officially promoting the professional certification of clinical medicine. The Secretariat Office of the Working Committee, responsible for the routine work related to the professional certification of clinical medicine, is located at Peking University. Over the past decade, the accreditation of clinical medicine has achieved fruitful results, standardizing the running of medical colleges and universities and effectively enhancing the scientific and standardized medical education in China.
At the critical turning point from being large to being strong of the development of medical education in China, the Working Committee has passed the accreditation of the World Federation of Medical Education (hereinafter referred to as WFME accreditation), which marks the establishment of China's medical education accreditation system with Chinese characteristics and international substantial equivalence, and is of great significance in our effort to adhere to the medical education with Chinese characteristics and continue to deepen the reform and promote the development of Chinese medical education to the world level. On the one hand, the accreditation process has further urged our own medical education accreditation system to improve itself through self-sorting and evaluation so as to better guarantee the quality of medical colleges and universities in China and lay a good foundation for further deepening the reform. On the other hand, the Working Committee has passed WFME accreditation, which makes China's medical education more closely connected with the world. As China's medical education stands on the international stage, it also gives us more opportunities to learn about the advanced experience of medical education in other countries or regions in the world, continue to deepen the reform of medical education in China, and promote the integration of medical education in China with international standards.
In 2018, entrusted by the Ministry of Education and the National Health Commission, Peking University established the National Center for Health Professions Education Development, and the Secretariat Office of the Working Committee also belongs to the Center. Relying on the comprehensive advantages of Peking University, the Center cooperates with medical colleges and universities at home and abroad, gathers domestic and foreign education experts, faces the future and serves the country. Since its establishment, the Center has maintained good communication and cooperation with WFME, Association of Medical Education of Western Pacific Region (AMEWPR) and other well-known international medical education organizations. On the world stage of medical education, China will demonstrate the elegant demeanor of our medical education through full exchanges and cooperation with all related parties, play an increasingly important role, and contribute China's plans, wisdom and strength to the development of medical education in the world.
